Dale Newhouse – 2010
Dale and Marni were married in 1994. Between them, they have five children (4 girls and 1 boy) and 2 grandchildren (3rd on the way). After a 4 year stint in the Navy, Dale attended Linfield College where he played football (recent inductee into the Linfield Athletic Hall of Fame) and received both his BS and Masters in Public School Administration. In 1968, Dale returned to Concord to a teaching position. He joined the Army Reserves and, after 29 years, retired as a Colonel in 2000. He officiated
football, baseball, basketball and softball until settling into his real love-Football. Dale served on the Football Board for 3 years before taking over as Assignor from 1972-1978. His love of and dedication to football has allowed him to officiate at every level possible, including 23 Bowl Game assignments, while continuing to officiate with the CCFOA. His officiating career took him to assignments all over the USA, as well as to Europe, Japan and Australia.
Dale retired from teaching in 2001 after 33 years in the Mt. Diablo Unified School District. Most of those years were at Riverview Middle School where he was honored by having the Gymnasium named after him.
Ryan McKeon – 2008
Ryan and Sharon were married in 1961. They have 4 children (2 boys and 2 girls) and 12 grand- children. Ryan has a BS Commerce, Santa Clara University, 1960. California Elementary and Secondary Teaching Credentials, General Administrative Service Credential, Cal-State University, Hayward. Ryan started officiating Football with the CCFOA in 1973. Worked with NCOA – Lodi for 4 years (1979 – 1983), then returned to CCFOA. Ryan served on the CCFOA governing board for several years. He also worked Basketball and Softball (Adult) for several years.
After receiving his teaching and administration credentials, Ryan served as a teacher and administrator at the Middle School level for over 30 years, mostly in the San Ramon Valley USD.
Bob Mendell – 2005
Ben McEntee – 2005
Ben was born and raised in Oakland (1939). He attended Sacred Heart Grammar School, St. Mary’s High and St. Mary’s College, earning a BA Degree in English and Economics. Besides officiating Basketball, Base Ball and Football for 25 years, he taught English and History and was a high school counselor for a total of 40 years (Sacred Heart High School San Francisco and Irvington High School, Framont), retiring in 2001. He now spends his time working in local wineries and helping out at his son’s Pleasanton cabinet shop. Most of all he enjoys the company of his wife, six children and nine grandchildren.
Hal Oxsen – 2005
Born and raised in Oakland, CA Attended the University of California, Berkely – BA and Masters degrees in Math. Boston College – Masters Program Taught math at the Punaho School in Hawaii, and for 15 years at Acalanes HS, and for 20 years at Diablo Valley College. Began officiating football and baseball in the late 1940s. And was a founding member of the CCFOA. Was a renowned tenor soloist and cantor, performing at many Jewish synagogues, as well as light opera and choral performances throughout the bay area. Married to his wife Jean for 60 years. Three children and three grandchildren.
Ray DePole – 2002
Family: Ray and Jan were married in 1963, have two sons, Ray, Jr and Craig and are the proud grandparents of Leo and Genna. Education: BA from San Jose State Universtity in Industrial Management.
Ray’s first officiating experience was with the Martinez Little League in 1972. In the fall of that Year, he joined the CCFOA. He served on the governing board in various capacities, including three terms as President. After Graduating Collage Ray began a continuing 38-year career in the insurance claims business for Maxson Young & Associates and is currently a principal with Maxon Young. A passionate love for golf persuaded Ray to end his officiating career in the year 2000.

Harry Innocenti – 2000
Family: Wife – Diana, Sons – Zac and Jeremy Education: BS, St. Mary’s – Teaching credential, Cal state Hayward – Masters, Humboldt St.
Harry played Baseball and Basketball at St. Mary’s and was inducted into the St. Mary’s College Hall of Fame in 1973 for Baseball. Started his football officiating career with the CCFOA in 1975 and his basketball career with the CCBOA also in 1975. He also served as President with both associations.
Taught Biology and Chemistry for the Aclanes High School District for thirty seven years, retiring from teaching in 1999.
Elmo Giulieri – 1999
Family: Wife – Norma, Daughters – Kathleen and Nancy (both married)— Grandchildren- Kelly, Calissen and Sean. Education: BA, Humboldt State – MA, U.C. Berkeley – Ed.D, U.C. Berkeley
Elmo played Football for Humboldt State in 1940 and in 1943 played football at COP (now UOP) for the legendary Amos Alonzo Stagg. COP was ranked 6th in the nation that year. Soon after he served in World War II as a Marine Corps infantry officer.
His 33-year career in education was entirely with the Walnut Creek School District as a teacher, principal, Director of Special Services and Superintendent of Schools (18 years).
Bob Hilson – 1999
Family: Wife – Jeanne, Daughter – Diane, Son – Doug, Grandchildren – Tyler & Alexis. Education: Graduate of the Martinez schools, Sacramento Jr. College & College of the Pacific (now UOP).
Played football at Alhambra High, Sac J.C. and was a member of Amos Alonzo Staggs 1943 C.O.P. team that was ranked #6 in the nation. Officiating: Began his officiating career in 1950 with the North Bay League, shortly after was asked to start an association in the East Bay. Along with Hal Buffa they were able to organize a referees association that at the time covered both football and basketball and what is now known as the C.C.F.O.A.

Edmund “Babe” Atkinson – 1998
Born in San Francisco, February 7, 1908 A teacher with the Antioch school district from 1947 to 1972 An assistant Baseball coach at Los Medanos College from 1972 to 1987 An umpire in the old California League (class C) and was a charter member of the C.C.F.O.A. from 1952 to 1975. Babe passed away on January 6, 2001, he was 92.
