			<content:encoded><![CDATA[<p><strong>Enforcement of Penalties on Trys:  There has been a good deal of discussion regarding this subject.  Here is what we are going to do:</p>
<p>Live Ball Fouls by the Offense on a Successful Try:</p>
<p>Obvious choice, defense will accept, replay try.  No carry-over.  If  foul involves loss of down, score is canceled by obvious acceptance of  the foul.  NO CARRY OVER.</p>
<p>Live Ball Fouls by Defense:</p>
<p>Offense may replay the try after enforcement of the penalty.  This is  not always an obvious choice (ex:  Offense wants to go for 2 points).   Offense may also take the points and have the defensive foul enforced on  the kick off.  I does not matter what type of defensive foul, as long  as it is a live ball foul.</p>
<p>Dead ball fouls in all cases are enforced at the succeeding spot.</p>
<p>Please feel free to send in questions, but this ruling will not  change.  I have double checked it with State Rules Interpreter Steve  Stearns.</p>
<p>Two very Good Calls:</p>
<p>Coaches have sent in two videos during this assigning period.</p>
<p>1. Is a video of a chop block.  The coach felt it was legal as it  occurred in the free blocking zone.  The only problem is that it is  a text book chop block.  The video shows it clearly.  One offensive  player is blocking the defensive player high, when a second offensive  player blocks him low.  The free-blocking zone is not relevant when it  comes to a chop block.  Kudos to referee Bert Michalczyk.</p>
<p>2.  The quarterback retreats to the pocket to throw a forward pass.   His arm starts forward with possession of the ball.  Defensive contact  causes the QB to spin.  The trajectory of the pass is clearly backward.   If defensive contact causes a change in direction of the QB then this  is to be ruled a forward pass even if the ball goes backward.  Nice job  by Referee Wes Asmussen on this play.</p>
<p>Playoffs:</p>
<p>Youth playoffs will be assigned on a week to week basis. The first round has been assigned.</p>
<p>Foe those of you assigned to NCS games:</p>
<p>1. Make certain you bring both knickers and black pants.  Not all associations use both.  Always bring both shirts.</p>
<p>2.  You are required to be at the game site at least 90 minutes prior  to kick off.  If you  are the referee, please make contact with your  crew at least 48 hours before game time.  I will make every effort to  provide contact  information.</p>
<p>3.  All assignments will be done on Arbiter.  Your availability must be  up to date.  If you decline an assignment,  no effort will be made to  re-assign you, unless it is my error.</p>
<p>4.  The only chain crew assignments will be at the coliseum.  Alternates will be assigned to all games.</p>
<p>Payment:</p>
<p>Final payment will be available on 12/6/11.  We will send out an email when the money is available for you.</p>

<p>Referees, in order to be more consistent in our tempos, please try  counting to 4 after the ball is spotted for the next play.  Obviously  this can be adjusted for game situations (hurry up, skill level, etc).</p>
<p>STATE CHAMPIONSHIP:</p>
<p>Please join me in congratulating Ray Depole.  Ray has been selected to  work on one the state games as the umpire.  Ray began officiating in the  CCFOA in 1972. It is a well deserved honor.</p>

			<content:encoded><![CDATA[<p>Tinted Glasses:</p>
<p>I have been notified by Diablo Youth Football that an officiating crew did not allow a player to participate with tinted glasses.  This item was previously covered in a prior bulletin.  There are no rules that prohibit any player from playing with tinted glasses, or for that matter sun glasses.  The rule only governs face shields attached to the helmet. </p>
<p>Power Failures:</p>
<p>Should lights fail in the middle of a  play, blow the whistle immediately to stop action.  Do not allow the play to continue as this creates an unfair advantage and is a safety issue.  Replay the down once the lights come back on.</p>
<p>Mercy Rule:</p>
<p>Apparently there is some confusion. The rule only applies in the 4th period.  It can only be applied in other periods by agreement of both coaches. The clock continues to run and is only stopped for:</p>
<p>1. Charged time out.</p>
<p>2. Officials&#8217; time out (does not include stopping for out of bounds, incomplete pass, first downs)</p>
<p>3. Scores.</p>
<p>In these situations, the clock will be started as if  the mercy rule was not in effect.  In other words on a score, start the clock when then ball is legally touched on the kick off as you would do in a regular situation. On a charged time out, the clock starts when the ball is next put in play. On an officials&#8217; time out, it reverts back to the ball&#8217;s status before the time out.</p>
<p>Counting Players:</p>
<p>Please stay with prescribed mechanics.  Apparently, in some cases the referee is requesting the umpire count the defense.  The umpire counts the offense.  It was made pretty clear at the clinic by Orrin and myself that all will use prescribed mechanics.</p>
<p>Dueling Medical Personnel at Youth Level:</p>
<p>We actually had a situation in the DYFL where one medical person said a player could participate, and one said no.  I have been informed by the DYFL that he home medical person will make the determination.  Please remember this does not apply to concussions.  If you see a player that displays any sign of injury you still have the authority to send that player off.</p>
<p>Calling Time outs:</p>
<p>If a player or coach request a time out, or you are calling one for an injury or any other reason, it is not necessary to inform the referee before you call the time out. Blow your whistle, give the time out signal, and then inform the ref.</p>

			<content:encoded><![CDATA[<p>ON-SIDE KICKS:</p>
<p>Many teams are using pooch kicks and/or kicks where the ball is driven directly into the ground.  We must know if the ball was driven into the ground .  In this case there can be no kick catch interference (KCI).  This can be very difficult to see, and may not be visible to the official that is responsible for calling kick catch interference. We have already had a game where one official called KCI as he could not see the ball driven into the ground.  Another official took him off the call as he was able to see the ball hit the ground.  The flag was picked up indicating no foul.  This is the way this should be handled. </p>
<p> The BJ is most responsible for this call in a five person game.  In a four person game this responsibility would be that of the HL. There can be KCI whether or not a fair catch signal is made.  If the signaler catches the ball and is then tackled or blocked, this is not KCI, it is a dead ball personal foul.</p>
<p>These are the options for the receiving team on KCI:</p>
<p>1. An awarded fair catch at the spot of the foul.</p>
<p>2. Replay the down from the previous spot plus a 15 yard penalty.</p>
<p>3. Result of the play. </p>
<p>There can be no KCI once the kicked ball has struck the ground.  If the kicking team touches a grounded kick before the ball travels 10 yards, or before the receivers have touched it, this is first touching of a free kick,  The kicking team has the option of taking the ball where it was touched by the kicking team.  If the kicking team touches it more than once the receivers can choose what spot they want the ball.</p>
<p>On a scrimmage kick, kickers may touch a kicked ball in flight as long as they do not interfere with the receiver(s) who is in position to catch the kick. If the kickers touch it before the receivers, this is also first touching, and the kickers may have the ball at that spot.  If any member of the receiving team signals for a fair catch the ball will be dead upon possession even thought it&#8217;s possessed by a different player than the one who signaled. This applies to both free and scrimmage kicks.</p>

<p><strong><span style="text-decoration: underline;"> </span></strong></p>
<p>Here we go again! Another football season is just around the corner and we are ready to prepare for it. Your board has been busy during the off-season, making every attempt to have the association be what you want it to be.</p>
<p>Bert Michalczyk, with the able assistants of Rich Rose and Dale Newhouse, has been working hard as your Training Coordinator. His information is included in this correspondence.</p>
<p>As you know, black, all-weather long trousers (worn with black socks) will be required this season to be used for bad weather games (option of the referee as to when they will be worn). As requested by many members, black shorts will be optional this year, and will be phased in as a requirement for the 2012 season. They will be worn with white crew socks. Remember, shorts may only be worn for youth, freshman and “stand-alone” JV games. The decision is that of the referee and all crew members MUST be dressed the same.</p>
<p>We are asking all referees this year to send an email to their crew at least 48 hours prior to assigned games, giving them information as to when and where to meet, where to park, what to wear, and what will take place in the pre-game meeting. This advanced communication will help everyone to prepare for his or her games.</p>
<p>All members should check our website (www.ccfoa.com) frequently, as this will be our primary method of communication. Posted there now are important 2011 dates (training, meetings, banquet, etc.), dues and fine information. Dues were increased $5.00 to keep us working within a balanced budget (which is also posted online).</p>
<p>This year, all members must belong to NASO, and must certify this by giving their membership number and expiration date (shown on your “Referee” magazine mailing sticker) when they turn in their Annual Addendum at the all day meeting.</p>
<p>Lastly, your ratings, as given by your peers, have been mailed and members comments are also included. After board review, each member was placed in one of the following five categories:</p>
<p>1 &#8211; Championship Playoff; 2 &#8211; Playoff; 3 – Varsity; 4 – Certified; or 5 – Probationary.</p>

<h3>Update to President&#8217;s Message</h3>
<p>Several items need to be explained:</p>
<p>1 &#8211; If you have not  received your annual letters from the president, assigner, training  coordinator and Annual Addendum by June 1st, please contact me.</p>
<p>2  &#8211; Black shorts (optional this season) must be Officiating Shorts ONLY  (Honig&#8217;s has them, item number K60B at $28.95 each). No basketball,  soccer, lacrossse, etc. shorts. NO baggy knee-length shorts.</p>
<p>3 &#8211;  For those fearful that the black long all-weather pants will be too  warm for early season use, and would like a second pair &#8211; Honig&#8217;s will  have a lightweight summer version out in mid-July, priced at $42.95.</p>
<p>4  &#8211; If you would like to return your Annual Addendum certification of  NASO membership (on he back side of the Annual Addendum) before the  August 21, 2011, meeting, you may send it to Scott Dunagan, Treasurer,  303 Zagora Drive, Danville CA 94506.</p>
<p>5 &#8211; If you would like to pay  your annual dues before August 1 (to avoid an  increase from $90.00 to $125.00) you may use PayPal (<a href="http://www.ccfoa.com/pay-your-dues/">available here on the website</a>) or you may send a check made out to CCFOA and send  it to Scott, at the address in 4., above.</p>
